If '~/mbox' exists, it's treated as INBOX and mails are moved from '/var/mail/%u' whenever the mailbox is synchronized. Before v1.1.8 if all the messages couldn't be moved because quota exceeded, then none of the messages were moved. v1.1.8+ just moves those messages it managed to move before running out of quota.
